Preheat oven to 375°F (190°C).
Heat a large skillet over medium heat and cook ground beef until browned.
Add onion and garlic; cook until softened.
Stir in chili powder, cumin, paprika, salt, and pepper.
Grease a 9×13-inch baking dish.
Spread a thin layer of enchilada sauce on the bottom.
Add a layer of tortilla pieces, followed by beef mixture, sauce, and cheese.
Repeat layers until ingredients are used, finishing with cheese on top.
Cover with foil and bake for 25 minutes.
Uncover and bake another 10–15 minutes until bubbly and golden.
