Step 1: Preheat the oven to 400°F (200°C) and grease a 9x9-inch baking dish.
Step 2: In a large skillet over medium heat, cook ground beef until browned. Drain excess fat.
Step 3: Add diced onion, bell pepper, and garlic to the skillet. Sauté for 3–4 minutes until softened.
Step 4: Stir in chili powder, cumin, smoked paprika, salt, and black pepper. Mix well.
Step 5: Add diced tomatoes, corn, black beans, and shredded cheddar. Stir until combined and remove from heat.
Step 6: In a separate bowl, whisk together cornmeal, flour, sugar, baking powder, and salt.
Step 7: Add milk, melted butter, and eggs to the dry ingredients. Stir until smooth.
Step 8: Spread the beef filling evenly in the prepared baking dish. Pour the cornbread batter over the top, spreading gently to cover the filling.
Step 9: Bake for 25–30 minutes, or until the cornbread is golden brown and a toothpick inserted into the center comes out clean.
Step 10: Remove from oven and let cool for 5 minutes before serving.
